What Is a Level 2 Electrician? When You Need an ASP
What is a Level 2 electrician, what can they do, and when do you need an ASP instead of a standard domestic sparky? Defect notices, service mains, and network connections explained.
If you have received a defect notice, are upgrading your supply for a renovation, or need a new connection to the grid, you have probably started googling what is a Level 2 electrician. In NSW, the short version is this: a Level 2 electrician is a qualified worker employed by an Accredited Service Provider (ASP) who is authorised to work on the connection between your property and the electricity distribution network.
That is not the same as a standard domestic electrician licence. We hold both - Contractors Licence 493243C and Level 2 ASP Licence 6855 - and carry out Level 2 electrical work across Greater Sydney and the Illawarra where the job touches the network side of the supply. Level 2 electrician (quick answer)
- A Level 2 electrician works for an ASP accredited under the NSW ASP Scheme to perform connection services
- They can install, alter, disconnect, reconnect, and energise service lines between the network and your point of connection
- You need one for defect notices, new or upgraded service mains, private pole work, and many supply changes - not for ordinary in-home wiring
- The ASP company must hold Level 2 accreditation; individual workers must also be authorised by your local distributor (Ausgrid, Endeavour Energy, or Essential Energy)
- Always confirm the provider's ASP level and class matches your job before you accept a quote
What is a Level 2 electrician?
In everyday language, people say "Level 2 electrician." In NSW regulation, the accredited entity is the ASP company, and the people on site are ASP-authorised workers with the training and distributor authorisation for Level 2 connection services.
Under the Electricity Supply Act 1995, only accredited providers can perform contestable connection work between a customer's premises and the distribution network. That includes new connections, capacity upgrades, and relocating or altering service equipment.
ASP levels at a glance
- Level 1 ASP: construct or augment distribution network assets (poles and wires on the network side)
- Level 2 ASP: construct or change service lines between the network and your point of connection; energise connections; work on customer-owned network devices such as the service protection device on the main switchboard
- Level 3 ASP: design distribution network assets
Most homeowners and small businesses dealing with defect notices, overhead or underground mains, or reconnection after upgrades are in Level 2 territory, not Level 1 pole-line construction or Level 3 design.
Electrical licence vs ASP accreditation
A standard NSW electrical contractor licence authorises wiring work on your property - circuits, switchboards, fittings, and general installation. It does not automatically authorise work on the service line, point of attachment, or distributor seals at the connection point.
An ASP holds separate accreditation for network connection services. After company accreditation, individual workers must be authorised by the local DNSP (distribution network service provider) for the areas where they work.
What can a Level 2 electrician do?
The exact scope depends on the ASP's accredited classes. Level 2 connection services commonly include the following.
Service lines and connections
- Install, relocate, or upgrade overhead and underground service mains
- Work on the point of attachment and connection point where the service meets the network
- Disconnect and reconnect supply at the connection point where authorised
- Energise new or altered service equipment after compliant installation and required inspections
Switchboard and supply equipment
- Replace or upgrade service protection devices, service active and neutral links where within scope
- Coordinate metering and reconnection with the distributor and metering provider - Level 2 work is separate from NEM metering orders
- Support single-phase to three-phase supply upgrades where the network connection must change
Defects, poles, and compliance
- Rectify defect notices issued by Ausgrid, Endeavour Energy, or Essential Energy
- Private power pole replacement and related connection work where the service route is affected
- Temporary builder's supply and new lot connections where contestable connection services apply
- Organise distributor approvals and inspections required before re-energisation
What a Level 2 electrician cannot do is substitute for every electrical job on site. Internal rewiring, general switchboard upgrades beyond the service equipment, lighting, and power circuits are still scoped under your contractor licence - though one business can hold both credentials and coordinate the full job.
Distributors and coverage in Greater Sydney
Greater Sydney is primarily served by Ausgrid and Endeavour Energy, depending on suburb - see the AER distributor map if you are unsure. Illawarra and southern areas may fall under Endeavour; some outer regions connect to Essential Energy. Your Level 2 provider must be accredited and have workers authorised for the distributor that owns the network in your street. When you need a Level 2 electrician
If the work touches the service line, connection point, distributor seals, or requires the network to be disconnected or re-energised, assume you need Level 2 until a licensed ASP confirms otherwise.
- You received a defect notice on your service line, point of attachment, private pole, or main switchboard service equipment
- You are building, subdividing, or renovating and need a new or larger service mains connection
- You are upgrading from single phase to three-phase supply
- Your private power pole is leaning, damaged, or flagged by the distributor
- Power has been disconnected at the network connection and you need compliant reconnection
- A meter installer has told you contestable connection work must be completed by a Level 2 ASP before metering can proceed - see ASP Scheme rules
When a standard electrician is enough
- New circuits, power points, lighting, ceiling fans, and appliances behind the main switchboard
- Switchboard upgrades that do not alter the network connection point or service protection device scope
- Fault finding on internal wiring where the service line is not involved
- General electrical safety inspections of the fixed installation
Grey areas exist - for example, a full switchboard replacement that includes the service protection device may cross into Level 2 scope. Photos of the board, the defect notice, or the distributor email save time when scoping.
Level 2 electrician vs standard electrician
- Standard electrician: wiring and equipment on your side of the connection, subject to NSW electrical licensing and CCEW rules
- Level 2 ASP worker: service lines, connection point work, energisation, and distributor-coordinated disconnections
- A domestic sparky cannot legally perform contestable connection services even if they are experienced
- An ASP without internal wiring scope may still need a contractor licence partner for work beyond the connection - or hold both, as we do

- Arrange distributor inspection and approval where required
- Disconnect, reconnect, or energise supply at the authorised connection point
- Issue compliance documentation for notifiable work and hand over clear next steps for any internal electrical follow-on
