What is metering coordination and why does it need a Level 2 ASP?

Your electricity meter and the service equipment around it sit at the boundary between your property and the Ausgrid or Endeavour Energy distribution network in Sydney. The meter enclosure, service fuse, metering communications equipment, and the supply conductors feeding the meter are all network-adjacent infrastructure. Work on or near them requires a Level 2 Accredited Service Provider (ASP).

Metering coordination covers a range of jobs: installing a new meter for a subdivision or granny flat, upgrading an accumulation meter to a smart meter, relocating a meter panel to a compliant position, and coordinating the CT metering required for some commercial and industrial properties. It also covers the supply disconnections and reconnections that happen at the network level - not the simple breaker-off that a homeowner can do, but the formal live disconnection at the service fuse or pole top that only a Level 2 ASP can legally carry out.

Metering terms you may encounter

Planned vs unplanned disconnections

A planned disconnection is one you arrange in advance - for a renovation, a switchboard upgrade, or tree removal near an overhead service line. An unplanned disconnection occurs when the distributor disconnects supply due to a defect, a safety hazard, or a missed payment. Both require a Level 2 ASP for reconnection in NSW. Planned disconnections are coordinated with the distributor at least 24 to 48 hours in advance. Reconnection after an unplanned disconnection may require additional compliance work before supply is restored.

NMI - National Meter Identifier

Every metered connection point in the Australian electricity network has a unique NMI. When you install a new separate meter - for a granny flat or a new dwelling on a subdivided lot - Ausgrid or Endeavour Energy assigns a new NMI for that connection. This is what allows the retailer to set up a separate electricity account. A Level 2 ASP arranges the new NMI as part of the connection application. The process typically takes two to six weeks.

Smart meters and interval metering

A smart meter (also called an interval meter or advanced metering device) records energy usage in 30-minute intervals and communicates data to the network automatically. Most Sydney properties installed or upgraded since 2017 already have a smart meter. If your property still has an accumulation meter (the spinning-disc type), your retailer can arrange an upgrade at no charge in most cases. Some meter upgrades require a Level 2 ASP to carry out associated wiring or panel work.

Distributor fees vs ASP labour

Metering and reconnection jobs involve two separate charges: the Level 2 ASP's labour and the distributor's network service fee. Ausgrid and Endeavour Energy charge a fee for site visits, reconnection, and metering alterations. For example, Endeavour Energy's 2025-26 price list sets reconnection fees at $129 to $657 depending on the connection type. These are separate from the ASP's labour and are passed on directly. We include an estimate of distributor fees in your quote where we can confirm them in advance.

01Why do I need a Level 2 ASP for a reconnection in NSW?

Reconnecting supply in NSW involves work at the service fuse, meter, or pole-top connection - all of which are network-side infrastructure. Under the NSW Electricity Supply Act 1995 and the ASP Scheme, only a Level 2 Accredited Service Provider is authorised to carry out live disconnection and reconnection at the network level. Turning off a circuit breaker inside your property is not a disconnection in this sense. We hold Level 2 ASP Licence 6855 and Contractors Licence 493243C.

02How long does a reconnection take in Sydney?

Most reconnections are completed the same day or next day for in-hours work, provided there are no outstanding compliance issues on the property. Reconnections after a defect-related disconnection may require rectification work before supply is restored. After-hours reconnections are possible but attract higher distributor fees. We advise on timing when you call.

03Who pays the distributor reconnection fee?

The property owner pays the distributor's network service fee. We pass this through at cost - we do not mark up Ausgrid or Endeavour Energy charges. The distributor's fee covers their administrative and network coordination costs for the reconnection. The ASP's separate labour charge covers the physical attendance and any meter or service fuse work carried out at your property.

04Can I arrange a planned disconnection for a renovation myself?

No. A planned supply disconnection at the network level requires a Level 2 ASP to lodge a disconnection request with your distributor and carry out the physical work. You cannot arrange this directly with Ausgrid or Endeavour Energy as a property owner. We coordinate planned disconnections for renovations, demolitions, and safety works. We work around your builder's programme as closely as the distributor's scheduling allows.

05What is the difference between a disconnection and switching off the main switch?

Switching off your main switch isolates the consumer side of your installation - everything from the main switch through your switchboard and circuits. It does not disconnect the live conductors on the network side of the meter. A formal supply disconnection involves a Level 2 ASP physically isolating the service at the service fuse or pole top, in coordination with the distributor. This is necessary for major switchboard replacements, demolitions, or any work that puts tradespeople close to the network-side conductors.

06How do I move my meter to a new location on my property?

Relocating a meter requires a Level 2 ASP to carry out the physical work and a network application to your distributor. The new location must comply with height requirements (typically 600mm to 1800mm from finished floor level under the NSW Service and Installation Rules) and clearance requirements around the enclosure. We assess the proposed new location, submit the application, carry out the move, and issue the CCEW on completion.

07What happens if I have not been reconnected after a disconnection by my distributor?

If your supply was disconnected by Ausgrid or Endeavour Energy - whether for a defect, a safety concern, or a billing issue - reconnection requires both the underlying issue to be resolved and a Level 2 ASP to coordinate and carry out the physical reconnection. If the disconnection was due to a defect, the defect must be rectified and a CCEW issued before the distributor will authorise restoration. We can assess the situation, carry out any required rectification, and coordinate reconnection in a single engagement.
